In this letter, Secretary Caroline Heib writes to Mayor Grainger on behalf of the LFKA to petition for a tax levy for the incorporation of kindergartens into the public school system. Heib writes that smaller cities in Kentucky, such as Covington and Newport, supported public kindergartens through tax levies and suggests a levy specifically for the maintenance of kindergartens in Louisville. This letter is an example of early political activism demonstrated by LFKA and other women’s organizations.
