Constitution
Art 1 - Name - This organization shall be known as the Louisville Equal Rights Association.
Art 2 - Object - Its object shall be to advance the industrial, educational, and legal rights of women, and to obtain the franchise for them.
Art 3 - Membership - Any person may become a member of this Association by signing the Constitution, and paying the sum of one dollar annually, of which twenty-five cents per member shall be sent by local Treasurer to the Treasurer of the Kentucky Equal Rights Association.[Marginal Note: “changed to .35 cts by State Con. and endorsed by L.E.R.A.”]Such person to be entitled to attend once upon business meetings and participationin its deliberations; and any person may become an associate member by paying one dollar annually.No distinction on account of sex shall be made in the membership.
Art 4 - Organization - The officers of this Association shall be a President, Vice President, Secretary, and Treasurer, all of whom shall be ex officio members of the Executive Committee, and shall be elected annually.

Art 5 - Amendments - This Constitution may be amended at any business meeting by a two thirds vote of those present, notice having ben given of the intended action at the previous meeting.
By-Laws
Art 1 - Of meetings - The stated meeting of this Association shall be held the first Saturday afternoon of every month at 3:30.
No delay shall be suffered in opening these meetings. The duration of sessions not to exceed one and one-half hours. Special meetings may be called by the President and any three members. Five members shall constitute a quorum, and three members a quorum of the Executive Committee.
The Executive Committee, whose chairman shall be elected by the Association, shall consist of the general officers and chairman of standing committees.
Art 2 - Methods of Work - To forward the objects of this Association, the following lines of work were adopted. -
1. Bible Study, to set forth the true position of Woman.

Minutes
On Friday, March 1st, 1889, a meeting was called at the Residence of Mrs B. F. Avery, 318 W. Broadway for the purpose of organizing a Woman's Suffrage, or Equal Rights Association, auxiliary to the State Association.
At four P.M. the meeting was called to order, with Mrs Leech as chairman, and Mrs. Huber temporary Secretary.
The chairman opened the meeting with reading an outline of a constitution after which, the first business considered was an election of officers for a term of three months, resulting in the choice of Mrs. M. A. Watts for President, Mrs C. A. Leech, Vice-President, Mrs M. W. Huber, Secretary, and Mrs. M. F. Rogers, Treasurer.
The President began her duties of office by reading a letter written by Mrs Eugenia B. Farmer, Corresponding Secretary of the Kentucky Equal Rights Asso. in which certain matters pertaining to organization, and to the relations of any auxiliary to the State Association, were defined by that officer.
To the following points mentioned therein, the President called attention -Each local member pays one dollar and the local treasurer pays twenty five cents of this to the Treasurer of State

Equal Rights Asso.: That there is a law in this State that has never been enforced, which we propose to test next October: -A widow who has children from the age of six to twenty can vote for School Trustee; or a widow without children having taxable property: and the writer added -“This will be good work to take up in you club, for we wish it discussed all over the State.[”]
It was then decided to adopt the Constitution of the Fayette Equal Rights Asso.as a basis on which to form our Constitution and By-Laws.
The Pres. proceeded to read the Constitution adopted by the F.E.R.A. that each article might be acted upon separately with deliberation, and by vote of this body: -as a result of which vote we have the following articles and by-laws. (See Pages 1-3-5).
The following motions were made and carried --
That there be a standing committee on Press.
That there be a standing com. on Literature.
That there be a standing com. on Hygiene and Dress.
MrsAvery was appointed chairman of com. on Literature: Mrs Bergmann chairman of com. on Hygiene and Dress; Miss [Margaret] Merker chairman of com. on Press.
That General Officers shall nominate the committees and officers not already elected.

Minutes of April 13th [1889]. Read on 20th.
On Saturday, April 13th was held the regular monthly meeting postponed from April 6th.In the absence of President and Vice Pres. the Secretary called the meeting to order. After devotional exercises conducted by Mrs Saul, Mrs. Avery was elected chairman pro tem.
The minutes of the previous meeting were then read and accepted.The Secretary's report was then read and accepted. It gave information of the Ky. edition of Woman's Journal. Of the intended action of Lexington workers, to secure a bill from next Legislature, for appointment of female physicians in family wards of insane asylums. That Covington women will ask for universal suffrage with an educational qualification. A letter was read from Mrs. JosephineK. Henry of Versailles, State Superintendent of Legislature and Petition work, giving particulars of her line of work, and asking for our co-operation in her efforts to secure an Equitable Married Woman's Property Rights Law.
The Treasurers report showed$8.50 in the treasury and no disbursements. Report accepted.

Mrs. Avery, chairman of Literature Committee, distributed leaflets among members, and read several able articles[:] Municipal Suffrage for Women, by Ednah D Cheney in which the writer says:The object of town and city governments should be mainly for the protection of homes; that the town is only an enlarged house-hold, and the same qualities of care and thrift and attention to details which women are called upon to exercise in their house-holds, are needed in the town.
In the house-holds men and women work well in union. Why not in the town? That Massachusetts has settled the abstract principle of the right and propriety of women's voting, by the ready assent as such she gave to the demand that women should be empowered to vote in the election of school trustees. -That if they are able to aid in choosing the officers with whom rests one of the most important functions of the State, -the education of its citizens, it is impossible to say “Women are by nature unfitted to take any part in the government of city, state, or nation.[”] That we must go on from the first step is evident.

In the consideration of new business which followed the reading, it was the unanimous decision of those present, that until our cause has grown in strength the meetings should be held oftener, and decided by vote that they be held on the 1st& 3rdSaturday of every month.
A motion was made, that in the petition for female physicians in female wards of insane asylums, it should be understood that no distinction be made in favor of either school of medicine to the exclusion of the other, nor that the appointments be limited to native born physicians.. -Seconded and carried.
The following motions were made and carried: -That we undertake to have the “age of consent” raised in Ky. That we work to have women appointed to positions in public places -especially police stations.
The Sec'y was instructed to write an invitation to the W.C.T.U. asking them to meet with us, and arrange for cooperative work.
There being no unfinished business to consider, the meeting adjourned.

The Semi-monthly meetings of the Louisville Equal Rights Asso. was held Saturday, April 20th.
The meeting was opened by scripture reading and prayer, by the President.
The minutes of the previous meeting were accepted as read:
Mrs Josephine K. Henry's letter which had been read at previous meeting was re-read for further consideration, and the Sec'y was instructed to write in reply, that while we are in sympathy with her noble work, we do not feel confidant, in our infancy to pledge ourselves to make the Property Rights Bill our chief work of the year; yet it should be among the foremost of our aims to render her every possible assistance, and co-operate with her just as far as lies within our strength.
The Treasurer's report showed $10.00 in the Treasury, and no disbursements.
A discussion followed as to the object of this Association, a member having asked for information as to whether this was solely a Suffrage Asso., saying that “If it had other aims, there were many women who would become members.[”]

It was decided that this is a Suffrage organization, with definite lines of work for the advancement of women, as set forth in Article 2 of our By-Laws.
The proposition was made that we ally ourselves as an organization with the W.C.T.U. It was favorably considered by those present, -but the question was left open.
The literary exercises followed by the President reading an original article: “Do Women want the Ballot? Will the right of Suffrage increase the discontent of domestic life?”
In answering these questions the writer says: “So far from seeing how it can disturb home life, we believe it to be the most important factor in securing a fixed abode for woman, and in making permanent that which now is so ofter temporary, changing and uncertain.
The in[n]ate love of home is a quality of woman['s] nature that cannot be suppressed: that woman will always be house-wives as long as there are homes; they will be Mothers as long as there are marriages; they are and will be citizens whether recognized as such by law; and will be capable of discharging duties to the public without neglect of home affairs as long as time shall last or governments endure. [ques]tion it was shown that in some states the law does not give women any right to the Husband's property either living or dead. The Wifediesshe had no right to make a will; the law would not recognize it atall during the Husband's life time, nor perhaps afterwards. Hedies, and she gets one third of what her toil and tact has helped to accumulate.
In conclusion, members of the W.C.T.U. were urged to recognize that there is not another question of more vital importance before them today, and enlist in the cause of universal suffrage.
Extracts were read from “The Bible for Woman Suffrage,” by Rev. J. W. Bashford, and to conclude the exercise, an article was read, “Why Woman Suffrage should receive the earnest support of every citizen” by Erasmus M. Correll. One of the ten reasons given, being that “Male Suffrage alone means an aristocracy of sex, while impartial suffrage means a true republic.[”]

Minutes of meeting held May 3rd should have been read on May 17th, but on account of illness of the Sec'y the reading was postponed until next regular meeting on June 7th.On Friday, May 17th, the date of our last semi-monthly meeting, the regular exercises were omitted and only an informal meeting held, at which matters of interest to the Asso. were discussed, and several interesting articles were read.
The regular semi-monthly meeting of the Louisville Equal Rights Asso. was held Saturdayafternoon, May 3rd.
The meeting was opened with devotional exercises; reading of the one hundred and forty sixth Psalm, followed by Prayer.
Minutes of the previous meeting were accepted as read.The Treasurers report showed $12.00 in the Treasury with nodisbursement.
Mrs Hibberd was elected chairman of Press Com. to fill vacancy occasioned by Miss Merker's non-acceptance of that office.
A letter was read from Mrs. Hummell, regretting inability to meet with the Asso. on that day, and inclosing membership dues

an effort was made to elect a 2nd Vice-President of Kentucky Equal Rights Asso. to represent our Asso. in the State Executive Board. Mrs. Avery, and Mrs Johnson were named for that office, but each before nominations declined to serve. The question was postponed until a later day. Miss Clay to be notified to that effect.
An article was read from the Southern Journal on “Woman's Property Rights,” by Mrs. Josephine K. Henry: -After which a motion was made and carried, that we should circulate a petition in behalf of that cause.
The literacy exercises consisted of an original article by Mrs. Johnson, written in answer to a recent lecture in this city by Bishop Vincent.
The writer maintained that anything and everything comes within a woman's sphere which God has given her capacity to do and circumstances seem to require her to do, or seem to point to as the best thing for her to do.
That every human being, man or woman, has the right to choose what he or she shall do; and if they fail, each must go to the wall alike. That there should

be equal advantages, equal freedom, equal pay for equal work, and the same standard of purity for both sexes; and anything short of that is injustice.
The article was received with much approval, and the Sec'y was instructed to send it to the “Woman's Journal” for publication.
Next followed the reading of some facts gleaned from a recent report by [U.S.] Commissioner of Labor, Carroll D. Wright. -
Women are extensively employed in 342 wage-earning occupations. Their average age is 22 years, 7 months. The bulk of the 17,247 women interviewed were between the ages of 18 & 20. The great majority marry early in life, and this fact, employers say, justifies them in paying to women lower wages than to men. 14,554 were ingood health, which was thought to argue well for the sanitary conditions of American work-shops.
The exercises were concluded by reading from the “Woman's Lesson,” showing the injustice done to a married woman by our property laws, as now administered.
The meeting was the adjourned.

The meeting opened with devotional exercises: reading of the 116thPsalm, and prayer by the Pres.
The Sec'y being absent, the minutes of the last meeting were read by Mrs Rogers, sec'y protem and accepted.
The Sec'y was instructed to request Mrs. Henry to forward Equal Property Rights Petitions, in time to have them circulated among the members at our next meeting.
Mrs. Avery read an article from “Lend a Hand,” on the “Progress of Women”, by John Williams.Dr. Cady read an extract on “Property Rights of Women”, by Mrs Henry.Mrs Johnston read an article from the “Woman's Journal”: “Co-education and Marriage[”] with comparative table showing the percentage of marriage[s] in the different educational institutions of the country. She also read an original paper in reply to a lecture on sermon by Mr. Dick of the Christian Church -15th& Jefferson.

The Pres. opened the meeting by reading the 4thChapter Judges: Dr Cady led in prayer.The minutes of the previous meeting were read and approved.
The Sec'y then read a letter from Mrs Henry, promising to send petitions and pamphlets as soon as received from the printer; and giving form of an advertisement which she desired to have published in all Louisville papers.
It was voted that advertisement be inserted, and that where a charge was made the funds of the Asso. be drawn upon for that purpose. Mrs. Avery and Mrs. Huber were named as a committee to attend to this business.
The following names were given of those who were willing to circulate Property Rights petitions: Mrs Johnson, Avery, Watts, Huber, Cady, Duffies, Beeler, and Bergmann.
The Treasurer being absent, there was no report.
It was found that a number of the members would soon be absent from the city, and after some discussion as to

The literary exercises consisted of the reading of an article by Mrs. Henry in the Southern Journal: “Property Rights of Married Women in Kentucky.”Miss Beeler read an article by Mrs Dietrick: “Women and the Schools.” Mrs. Huber read extracts from an article by Henry Stanton: “English Women in Office”.An original article was read by Dr Cady. She says: “Woman suffrage is a demand by women of broad minds and advanced ideas.[”] Itis the all important subject of the day, from being the necessity of the age. God created woman to be the helpmeet of man. We do not want to displace goodmen as long as they are doing greatergood than we could do, and we hope to be led by the providenceof God into only those places where we can be honest, pure, and helpful. We are called “strong minded” -as though that strength were a disgrace. If she has been given a strong heart and fine brain power, shall her neighbor say that it is wrong for her touse these gifts. Her sphere can notbe defined.
After the reading, the meeting was adjourned.

The last meeting of the Louisville Equal Rights Asso. was held on Friday, July 5th.
The Pres. opened the meeting by reading from the sixth chapter of Revelations: followed by prayer.
The minutes of the previous meeting were read and accepted.The Committee that had been appointed at previous meeting to attend to the business of inserting notices in the daily papers, of Mrs. Henry's Property Rights Bill, reported that the Courier Journal's rate was nine dollars for five insertions -one each month. The German paper five dollars for the same. The Commercial had not yet decided upon its terms; and Truth would charge $1.00 for each insertion; and the committee had arranged for three insertions.
It was resolved to postpone further action in the business until the meetings should be resumed in the Fall.
There was no report from the Treasurer, as that officer was absent from the city.
A motion was made to suspend the meetings of the Asso. until the first Friday in October, which was seconded and carried.
The literary exercises followed, and consisted of a reading by Mrs Avery
